There has been significant interest in the legacy fund managed by P J Livesey company (the Convent development contractors) by local community groups and schools. This fund offers grants to promote and enhance green spaces within a 5 mile radius of the Convent development and it is very much hoped that our village will benefit from this legacy.

The Parish Council are actively working with Network Rail and Northern Rail to investigate the root cause of the flooding in the underpass. It is possible that a collapsed drain some distance from the underpass is causing surface water to back up and work is underway to identify the location and make repairs.

Work will begin shortly to replace the fence that runs alongside the path to Chapel Meadow from Bramble Way car park. This is to improve safety at the points where the canal bank runs close to the path. The path around the meadow will also be renovated now that the weather is improving.

The Parish Council are now offering their 3 year landscape and grounds maintenance contract for tender and would welcome interest from local businesses. Please contact The Parish Clerk Beth Joule on clerk@parbold-pc.gov.uk for further details.

The P J Livesey company, who are the Convent development contractors, would like to make local community groups and organisations aware of a legacy fund available to improve green spaces around the village. Schemes could be in schools, community halls and public gardens within 5 miles of the development, and can be used to buy tools, equipment, plants or trees or to get professional help. The Parish Council have had advance notice of two large angling matches on the Leeds and Liverpool canal this summer, on 21st July and 17th August. This will attract a number of visitors and vehicles on and around the canal and the Bramble Way car park on those dates.

The Parish Council are aware of the issue of flooding in the railway underpass and are putting pressure on Network Rail to resolve it. Councillors are meeting with Network Rail representatives on site to progress the issue.

As spring approaches it is the ideal time to ensure that hedges are trimmed prior to the nesting season, especially those that overhang public access and pavements. You can help by keeping your hedges, trees and shrubs trimmed so that people using roads and pavements can do so safely. Do check with your district council or planning authority if you think a tree is subject to a Tree Preservation Order (TPO) or you live in a Conservation Area.

The recent litter pick was successful, clearing a number of bags of rubbish from the village streets. Thanks go to Charles Bithell and team for their hard work to improve the area in which we live. Look out for information on the next litter pick in Spring, volunteers always welcome!

Ours is a village full of dog lovers, the vast majority of which are caring, responsible owners. However, concerns have once again been raised to the Parish Council about dog fouling, particularly close to the parade of shops on The Common. This seems to have increased as the nights drew in. Dog mess is the most unacceptable and offensive type of litter on our streets and is one of the issues that village residents are most concerned about. Please do the responsible thing and use the dog litter bins provided or take it home.

The Parish Council will continue to provide the village Christmas tree and a festive light display for the village in the future and would like to thank Keith Rudd and his team who expertly installed the tree on behalf of the Parish Council. This help was very much appreciated and volunteers are always welcome!

Councillors met with representatives from United Utilities recently as part of a regular meeting schedule, to monitor activity within the Hoscar site and to discuss future management of the issues that affect Parbold residents. Instances of odours drifting across to the village has decreased since the tanks have been cleaned and covered with lids, with only 1 complaint being received by UU over the summer. The issue of flooding was raised and further discussion with the Environment Agency is required to look at long term plans for flood prevention.

Parbold Parish Council are pleased to provide the Christmas tree for the village this year, which will be placed outside the W.l. building as usual at the beginning of December.

At this time of year roadside gullies can become full of falling leaves and this can lead to blocked drains and flooding. Please can care be taken when sweeping drives clear of leaves that they don’t end up in the gullies but rather be collected up instead.

Work will start soon on a canal towpath upgrade between Appley Bridge and Parbold on behalf of the Canal & Rivers Trust. Contractors will be setting up a site in the fenced compound adjacent to Bramble Way car park and will be there for approximately 12-15 weeks. Although this is expected to cause minimal disruption to residents and users of the car park please be mindful of contractor’s vehicles entering and exiting the car park.

Network Rail will also be undertaking examination works to the railway crossing on Chapel Lane and this will cause the road to be closed 4th-5th November and also 11th-12th November.

Parbold Parish Council Notes. October 2023

At this time of year falling leaves can cause a problem when blocking gullys and drains. Don’t forget that you can report any such issues directly to LCC via the Love Clean Streets App, along with other problems like pot holes and pavement obstructions. This speeds up the process and the Parish Council has recently heard of a number of successful reports where the problem was resolved quickly. As football and rugby matches have resumed on the Alder lane playing fields it is imperative that dog fouling is not allowed on these areas. It is not only anti-social but very unpleasant for players. Dog walkers are reminded that dogs must be kept on a lead on the playing fields; there are open spaces on Chapel Meadow for dogs to exercise. Also, fertiliser is being applied to areas of the playing fields which may adversely affect dogs until fully absorbed so please take care if walking around the field. Work is continuing on the small area next to The Heys, where weed pulling is taking some time but is very necessary to stop re-growth. Councillors have drawn up a sustainable plan of shrub and bulb planting and this will be implemented once the area is weed free. The new Parish Council website is now live and intends to give an insight into the Council and the work that it does, along with news and information relating to the Parbold community. Please take a look and let us know of any suggestions or feedback to improve the site, there is a comments section that you can use to get in touch.

The changeable weather this year has led to an exponential growth of many hedges around the village, and the Parish Council have received concerns about access along paths and roadways where hedges have grown out and are causing an obstruction. This is particularly concerning when pedestrians are having to walk out into the road with pushchairs in order to pass. The Parish Council ask that any hedges bordering the road or pavement are checked and cut back where necessary.

The Parish Council, in partnership with the Parbold Wildlife Group have successfully secured grant funding to improve access to the Chapel Meadow and work will begin in the autumn to improve pathways, fencing and woodland


Parbold Parish Council Notes. July/August 2023

There has been a recent increase in the use of car parking spaces at the village hall being used for all day parking, seemingly for activities or work elsewhere. This causes problems when events are held at the village hall, with users then having to park on the nearby streets and limited spaces for patients at the doctor’s surgery. The Parish Council and the Parbold Community Association would like to remind drivers that the car park is reserved solely for village hall and surgery users and thank all users for their consideration when parking.

With regard to recent incidents of anti-social behaviour in a few locations in the village, the Parish Council are working with the police to identify offenders through CCTV and disrupt any further activity. If you see anything suspicious it can be reported via 101 or the Lancashire Police website - www.lancashire.police.uk


Parbold Parish Council Notes - June 2023 

Once again the Parish Council have agreed to enter the Best Kept Village competition this summer, having just missed out on reaching the final judging round last year. Preparations can now start to be made to ensure our village is looking its best when judging starts in June. Judges comments last year were generally very positive, the judges thought the village was charming with a real pride in the community for both private and community gardens; their overall impression was of a lovely well-kept village.

The main areas of improvement were litter, overflowing wheelie bins behind the shops and weeds growing in several communal areas. Please can every effort be made to keep the village clear of litter and dog fouling, as we are once again receiving complaints about owners not clearing up after their dogs.

It would be wonderful to reach the final stage and perhaps win the Lancashire Best Kept Village this year!

Thankfully the occurrences of anti-social behaviour in our village is comparatively low, but if you witness any anti-social activity please contact the police directly on 101. You can also make the Parish Council aware of the location as there are PC owned CCTV cameras in operation at several locations.


Parbold Parish Council Notes - May 2023 

Parbold Parish Council would like to thank you all for your patience and co-operation whilst the car park in front of the shops has been resurfaced, it is a great improvement.

Look out for the new Parish Council website, it is in its final testing stages and will be live shortly. This will provide a wealth of information about how the Parish Council is run, the work it does and will also have links to relevant sites of interest. Any feedback on the new website will be welcome.

In order to celebrate the King’s coronation the Parish Council would like to give every child at Parbold’s two primary schools a packet of wildflower seeds. The King is well known for his love of nature and conservation and it would be lovely to see wildflowers growing all around the village this summer.

This year, for the first time, voter ID will be required in order to vote in the local elections. Please remember to bring this with you when voting. If you do not have photo ID or need support to access photo ID there are drop in sessions at the WLBC Derby Street Offices - Monday to Friday throughout April, 9.30am to 4.30pm, and Customer Service Point, Concourse Shopping Centre, Skelmersdale, 19 April, 10am to 3pm.

The Parish Council has authorised the repair of pot holes in the car park in front and to the side of The Common shops parade. This work will obviously require the car park to be closed for a couple of days as the surface is removed and re-laid. This is scheduled to take place in mid-April and further details will be published on the PC website, noticeboards and social media. The Parish Council would appreciate your help in keeping disruption to a minimum by considerate parking elsewhere during this time.

Members of the Parish Council are meeting with representatives from United Utilities this month, as part of a regular liaison programme. This is a good opportunity to address any ongoing issues and discuss how best to minimise future odour events that can affect Parbold residents so much.

Spring is good time to check that hedges, shrubs and trees do not overhang your properties and interfere with pedestrian access along roads and pavements. The Parish Council may ask for overhanging foliage to be cut back to make the pavements safe for all users.

As you may have noticed, the work on the development of the old Railway pub on Station Road has slowed of late. The Parish Council was updated by the development company who stated that work is continuing on site, but the weather has really held them back in recent weeks. It is expected that progress will now improve on both the residential and commercial buildings.

The Parish Council have made improvements to the fencing along the path that leads to Chapel Meadow from Bramble Way car park. Sections of rotted fencing have been removed and will be replaced with new fencing in the coming weeks.

A replacement is being sought for a piece of ageing equipment on Burnside play area. All play equipment is routinely inspected for safety and advice is given by inspectors on the longevity of each item. This way the Parish Council can plan ahead for a replacement – in this case the seesaw will need to be replaced either with a similar item or a new design.

The Parish Council have set the annual budget for 2023-24 and resolved to increase the Precept by 5% to cover the uplift in outlay incurred by the council.

Parbold Hill update from the Stop Parbold Hill Landfill Group 18 May 2022

Following the County Council deciding in favour of the planning application for tipping, the Stop Parbold Hill Landfill Group, with the help of most gratefully received funding from the community, obtained a barrister’s opinion challenging the process and the decision. As a result the County immediately halted the process and didn’t issue a planning approval. Instead they advised the applicant that he must first apply to the Environment Agency for the permit which would also be needed before any tipping could be carried out. This permit is a more rigorous process and would expose the misinformation which the County Planners had failed to investigate.

The Group are in close contact with the EA but to date no permit application has been made and the time series monitoring needed to support an application has not even been carried out. It is currently unclear whether or not the tipping scheme will be progressed. However, if a permit application were to be made it would be publicised locally and representations could be made to the EA. The County Council would also need to reconsider their previous decision and again representations could also be made. John Sloane

Hoscar WWTW

Following last years petition from Parbold residents demanding action to reduce the odours from the Hoscar treatment works there have been a number of meetings between the various parties and progress has been made.

In order to keep the pressure on United Utilities to invest at Hoscar it is important that residents report each and every occasion they experience sewage smells to the odour hotlines.

Promote Free Home Fire Safety Checks

Lancashire Fire and Rescue Service offer free Home Fire Safety Checks to every householder in the county. These checks involve a crew visiting your home and giving fire safety advice, as well as fitting smoke alarms where necessary. Any resident within Lancashire can request one and they are completely free of charge. The Home Fire Safety Checks include:

  • Providing and install FREE 10-year smoke alarms where necessary.
  • Giving life saving advice in the event of a fire in your home.
  • How to make a fire escape plan for you and your family.
  • Practical advice on identifying fire hazards in the home.

Age UK

Have a new handyman initiative.  Working with Lancashire County Council it has launched a scheme called HandyVan, aimed at older people in the district.  It offers fitted carbon monoxide alarms, door chains, window locks, mortice locks and door viewers.

Dennis Jones, HandyVan man for the district will also undertake small home improvement jobs for the price of the materials.

Douglas Valley Lions Club

LIONS HELPING THE ENVIRONMENT

Douglas Valley Lions Club have signed an agreement with the Canal & River Trust (which was British Waterways and is now a charity) to adopt a 2 mile length of the Leeds & Liverpool Canal.

The agreement is for 12months and Lions members will pick up litter on a length of the Leeds & Liverpool Canal from the Appley Bridge road bridge to the Parbold road bridge.

Lions members will be supplied with High visibility waistcoats, litter pickers and bin bags and they will walk the section at least once a month picking up litter from the bank and reporting any problems.

At the start and finish of the length there will be a notice showing the Lions Logo and information for the public.

As the project becomes established Lions hope to co-operate with Canal & River Trust and local communities on projects such as re-painting railings and fences, etc. making the canal area a better environment for the public with materials and supervision being provided by Canal & River Trust.
